Signals are issued on the rebalance date (varies per model), by Monday 9:30am EST the latest.  The information from portfolio123 comes from various external sources (Compustat and Capital IQ), so every effort is made to have the signals on time, usually before the market opens.  The signal information is made available on this website and via email that will be sent to you.
